Initiative as an In-house Consultant for the JFE Group's Large-scale Re-use of Land

There has been a shift in industrial structure due to the rapid changes in the global economy and the acceleration of moves toward decarbonization and related changes. As a consequence, private companies' manufacturing bases and other sites have become idle, and there is a growing number of cases where large-scale land use realignment is required.
Over more than a century since its founding in 1912 as Nippon Kokan in the Minami-watarida area, JFE Steel Corporation's East Japan Works (Keihin District) has played a key role in the development of the Keihin Industrial Zone.
JFE Steel announced in March 2020 that in response to fundamental changes taking place in both the Japanese and international steel businesses, it decided a new operating configuration to an operating configuration based on seven blast furnaces, down from eight. And in September 2023, it suspended the blast furnace and other upstream processes in the Keihin District (Kawasaki City, Kanagawa Prefecture). As a result, approximately 400 hectares of new land will be created in the Kawasaki Waterfront Area, which includes the Ohgishima area, and the JFE Group is currently collaborating with Kawasaki City on re-using this land.
Nippon Koei Urban Space (after its establishment in July 2023; previously, Nippon Koei) received a consulting contract in 2021 for land in the Ohgishima and Minami-watarida areas and continues to serve as an in-house consultant to support the study of large-scale land re-use and utilization.

How to utilize the land that emerges as a result of changes in the industrial structure

In September 2023, JFE Holdings released OHGISHIMA 2050, the conceptual plan for the re-use of land currently occupied by the steel works. OHGISHIMA 2050 outlines a policy to contribute to the sustainable development of local communities and society as a whole by creating new industrial sites and jobs that will benefit the country over the next 100 years. The land use concept includes creating fields of innovation and enterprise that will address the complex challenges involved in the pursuit of carbon neutrality, developing the site into an urban area that will contribute to the sustainable development of communities and society as a whole and help address some of the key challenges Japan faces. It is also hoped that the area will be able to provide support for the Greater Tokyo area's disaster prevention and management initiatives.

Demonstrating the ID&E Group's strength in comprehensive technological capabilities

Large-scale land redevelopment has a significant impact on the surrounding region and necessitates the development of new infrastructure.
